Buying a used car safely in the UAE
These local checks keep your money safe, whatever car you choose. Go slowly and check things. That is better than losing a deposit. Everything here is general UAE advice. Always confirm the latest details in person and with the official office.
Common scams — and exactly how to check
The seller still owes a car loan to a UAE bank, so the vehicle is registered 'under mortgage'. They take your cash and vanish, or they genuinely can't transfer the car because the RTA will not change ownership while the bank's claim stands. You end up with no car and no money, or a car you cannot register in your name.
The car (often a US import) was declared a total loss — salvage or rebuilt title — after a serious crash or flood in its home market, then shipped to the UAE, cosmetically repaired and sold as a normal used car. Structural and safety damage (bent chassis, undeployed/replaced airbags) is hidden under new paint and trim.
After heavy UAE rains (a large wave followed the April 2024 floods, with tens of thousands of cars affected), water-damaged cars are cosmetically dried and detailed, then sold without disclosing the flood history. Corroded wiring and control modules fail weeks or months later, and repairs can cost a large share of the purchase price.
The safe way to buy, step by step
How a private sale works in the UAE, step by step. Do them in this order to remove most of the risk.
- Agree the price and confirm who the seller is — Agree a price in writing (a message is fine), and confirm the seller's Emirates ID name matches the owner name on the original Mulkiya. Do not pay any deposit before you've physically seen the car and met the registered owner. In person with the seller
- Verify the original Mulkiya and match the chassis number — Inspect the ORIGINAL Mulkiya (registration card), not a photo. Check every field — owner name, chassis/VIN, plate number, model, year, colour — against the physical car. Read the 17-digit VIN off the car (windshield base and driver's door jamb) and confirm it matches the Mulkiya exactly. In person; documents cross-checked against the car
- Check RTA vehicle status, mileage history and accident record — Using the VIN, pull the RTA Vehicle (Technical) Status Certificate via the RTA Dubai app / rta.ae / Dubai Now (UAE Pass login) — it logs inspection dates and the mileage recorded each time, so you can catch odometer rollback. Separately, check the car's accident history by chassis number (the RTA accident-history service / MOI / Emirates Vehicle Gate), because the technical status certificate does NOT contain accident data. For imports, also pull an international VIN history report (Carfax/AutoCheck/CarVertical).RTA (app / website / Dubai Now); MOI 7999 / Emirates Vehicle Gate · ~~50–120 (RTA status certificate, reported range; confirm current fee) + ~120 (RTA accident-history service, reported) + optional international VIN report
- Confirm there's no loan, and get the bank NOC if there is — Text the 17-digit chassis number to MOI on 7999 from a UAE mobile to check for a registered bank claim, and check the mortgage field on the Mulkiya. If the car is financed, require the seller to obtain the bank's NOC (eNOC) clearing the loan BEFORE any money moves — allow 1–3 working days for it to appear in the RTA system after settlement.MOI (SMS 7999); financing bank; RTA
- Get an independent pre-purchase inspection — Take the car to a Tasjeel centre or an independent garage for a comprehensive pre-purchase inspection — mechanical, structural (chassis/frame repair), airbags, and a full ECU diagnostic scan plus moisture check for flood damage. Tasjeel's standard test is reported around AED 150–170; a detailed flood/PPI at an independent specialist is reported around AED 350–500. If the seller refuses an inspection, walk away.Tasjeel centre or reputable independent garage · ~~150–170 (Tasjeel standard test) or ~350–500 (comprehensive independent PPI); confirm current fees
- Pass the RTA vehicle test (if the car is 3+ years old) — Cars three years or older need a passing RTA/Tasjeel technical inspection certificate (valid, issued recently) before ownership transfer; cars under three years old are exempt. Book ahead on the RTA app / website — walking in unbooked at some centres can add a fee (reported AED 100).Tasjeel / RTA-approved testing centre · ~~150–170 test fee (reported); +100 if you attend certain centres without pre-booking (reported)
- Arrange insurance in your name — Buy at least third-party (or comprehensive) motor insurance in your name for the car — the RTA requires valid insurance under the buyer's name to complete the transfer and re-register the vehicle.Any licensed UAE motor insurer / broker · ~Varies widely by car value, age and driver (typically a few percent of car value for comprehensive); get quotes
- Transfer ownership at the RTA/Tasjeel — pay here, together — Both buyer and seller attend an RTA Customer Happiness / Tasjeel centre (or complete via Dubai Drive online where eligible) with original Emirates IDs, the Mulkiya, the buyer's insurance and the passing inspection certificate (if applicable). Ensure all fines and Salik dues are settled — the seller pays outstanding fines and the reported ~AED 50 selling fee; the buyer pays the transfer fee (reported ~AED 350) plus a knowledge/innovation fee (reported ~AED 20). Hand over the payment for the car at this counter, as the Mulkiya is reissued in your name.RTA Customer Happiness Centre / Tasjeel (or Dubai Drive online) · ~~350 transfer + ~20 knowledge/innovation (buyer); ~50 selling fee + all fines (seller); total straightforward transfer commonly ~540–620 incl. inspection, excl. insurance
- Collect the new Mulkiya and sort plates — Confirm the reissued Mulkiya is in your name with correct details, and confirm the plate arrangement — you can usually keep the existing plates or transfer/order new ones (extra fees apply for new or reserved plates). Keep the new Mulkiya, insurance and inspection certificate together.RTA / Tasjeel · ~Plate fees vary (keeping existing plates avoids new-plate cost; new/reserved plates cost more) — confirm at the counter
Before you pay — verify these
Some RTA and government fees and steps are different for each service, and they change. Before you rely on an amount, check it on rta.ae or with the office. This guide helps you ask the right questions. It is not legal advice. It does not replace seeing and checking the car in person.
